If this suggestion had been coming from anyone else but but Nebula (or Gamora), Peter would have immediately dismissed it out of hand. Drax was the murderous, vengeful type, and Rocket just liked blowing things up. Mantis and Groot were poorly influenced by the two aforementioned Guardians.
That it's coming from Nebula means that maybe the idea has some merit.
