Really, Loki wasn't sure if there being a lot of them was a good thing or a bad thing. It might be good to have a lot of help, but organizing a sizeable group was hardly an easy task. Norns knew he had tried to before and it had not gone well at all. Though perhaps asking for help instead of trying to force people to bow to him could possibly help his case.
