So you're unaware. Maybe new. Or maybe you just didn't care the first time you saw it. That's fine. Between the banners hanging around key areas, and the flyers quickly drawn up in a similar fashion scattered across the city, it's hard not to know something is going on -- and there's helpful arrows, chalked on building walls and the streets the day of the party, to let people know where to go.
The Rooftop

A splendid scene awaits those who travel heavensward. Fairy lights connect the corners of the roof access building to metal poles at the corners of the building itself, lifted by cylindrical supports where needed, each one held straight by pots filled with well-packed dirty and stone. There's multicolored stars hanging from some of the lights, while various painted flowers hang on others, and what greets the ears first is some royalty free party music played from a CD player off the the side.
There's a long folded out table in the center for those who'd like to share cuisine, just set and serve yourself! Nearby is a space for Daan to do some bartending as well, a man who can make a multitude of cocktails and mocktails for those who want something less alcoholic. Also, pints of various ice cream flavors in a cooler!
Don't worry -- they won't have any odd effects on them, Don verified the lack of them herself. Not all of them are normal. Think loaded baked potato weird.
For those who'd like a quieter space, there's beanbags and a swirly, fuzzy carpet to sit on more away from the center of the party area. This'll be a great time to play some games, such as truth or dare, spin the bottle, and... whatever else you play at parties. Get to know your fellow man and such. Play the violin.
Naturally, no party... hosted... by Don Quixote would be without a space to fight, if one wishes to show off a little! It's also taking place on a swirly fuzzy carpet, just so no one smashes their head in, and there's a neat little banner hanging down from a string of lights that says thus:

What the prize is, no one knows. But come find Don Quixote with your battle scars and she'll grant it -- and stick around a while, 'cause this party's gonna end with a bang... that is, with homemade fireworks donated by "a friend" through Junpei.
Anyway, have fun!!! Share words about your worlds!!! The society your characters are from, the cuisine they've brought, how they're working out in the city -- help the new kids along, too. There's more vets here now than there were a few months ago, after all.

[ he trails off, waving his hand in a way that tries to encompass "weird" and "empty" and "freaky" all at the same time. the city itself is about the same size as Edge, maybe a little bit bigger if you go all the way out to the edges, and yet only a fraction as populated. it lends a weird hollow quality to the city overall.
the follow-up is interesting, though—to say that the number of people here doesn't feel like much, and yet is somehow also more than this guy's used to being around? Reno lifts an eyebrow, curious. ]

[at least in the sense that it might seem like any other city, on a first look. the size of this one isn't unfamiliar, only the relative emptiness.]

[ he's not judgmental about it, though. in a way he sort of understands the sentiment—this is a weird place with a weird population somehow hodgepodged together through chance and magic. maybe not exactly the type of place you'd want to be your first real experience of city living. ]
It is in some ways... it's about the same size as what I'm used to, and none of the tech is too out there for me to figure out. [ in fact, some of it is distinctly less advanced than what Reno's used to, which is a little annoying, but nothing he'll dwell on. ] But I'm not used to not having anything to do, and I still can't find my weapon.

Reno laughs, not meanly, and takes another drag from his cigarette. he turns his head away when he exhales, trying to make sure the smoke doesn't float downwind. ]
Fair enough. [ if your job is a drag, Reno can see how this place might be a nice respite. he likes his work, feel suits him just fine. but it's not like he can start up a branch of the Turks here, so he may as well figure out something else to do. hobbies or whatever. maybe he'll take up knitting. ]

Unless they just want us t' think there's nothing we can do about it, so we don't do anything about it. [ but from the way Reno's eyes widen dramatically it's hopefully clear he's just being dramatic. one thing he's come to appreciate recently is that if you have this many heads working on the same problem, it's rare for that problem to go utterly unsolved in three months. ]

there is actually a little part of Reno that wonders if that's what the city is doing, though. despite the conspiracy-theory tone in which he'd mentioned it, there is a chance—isn't there? the creature comforts of the city, the absence of weapons... ]

[and it does sound like at least it's a possibility, though he leans a bit more toward the reasons being 'see what happens when a bunch of strangers get cabin fever', with a little less capacity for the answer to be 'murder'.]

[ it's hard to deny that there are a lot of ways things could be worse! the world isn't actively ending, there are no monsters clawing at the doors, nothing is presently on fire. for the first time in a long time, Reno has the chance to catch his breath—that he doesn't know what to do with that chance is more his own failing than a failing of the city. ]
It's nice to have an optimist around.
