There are ten other floors than that. Malkuth heads the Floor of History, which endeavors to categorize and timeline the City's past. Yesod is the Patron Librarian of the Floor of Technological Sciences, which researches and documents how things work in both the City and the Library. Then there's Hod, who oversees the Floor of Literature. According to her, everyone who lives in the City has a story--that's what her floor collects. Including Netzach's floor, those are the four Lower Floors.

The Middle Floors are headed by Tiphereth, Gebura, and Chesed; they're the Floor of Natural Sciences, the Floor of Languages, and the Floor of Social Sciences respectively. Natural Sciences deals with physics, mathematics, and so on, while Social Sciences deals with how people and society act. Languages collects and records everything spoken in the City. Fairly simple.
